Action Against Hunger (ACF) is seeking expressions of interest from trained and experienced individuals and firms who, on an on-call basis, shall provide technical support to carryout investigations for reported safeguarding and SEA concerns within Action Against Hunger. If you are an experienced professional committed to ensuring confidential investigation process and report in the Horn & Eastern Africa (HEARO region) (Uganda, Tanzania, Ethiopia, Somalia, Haiti, South Sudan, Zambia, and Kenya), Action Against Hunger (ACF) would like to hear from you.

 

 

BACKGROUND: 

 

Action Against Hunger has led the global fight against hunger for nearly 40 years in over 50 countries, saving the lives of children and working with communities before and after disasters to enable people to provide for themselves, see their children grow up strong and build prosperous communities. Working with communities in such humanitarian contexts, we recognize that our programs and operations put our teams in contact with children and vulnerable adults who may be particularly at risk of harm or abuse.

 

 

 

The mission of Action Against Hunger International is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, especially during and after the emergency situations of conflict, war, and natural disaster. From crisis to sustainability, we tackle the underlying causes of malnutrition and its effects by using our expertise in nutrition, food security, water and sanitation, health, and advocacy and by integrating our programs accordingly.

Safeguarding & PSEA is foundational to all Action Against Hunger interventions and programs. Many of our staff, partners and other representatives work with children and vulnerable adults. It is essential that the organizations’ culture, system, policies, and procedures are effective in upholding the rights and dignity of these individuals and safeguarding them against abuse and harm is essential.

 

 

 

OVERALL, PURPOSE: 

 

Action Against Hunger is seeking expressions of interest (EoI) from individual (consultants) and firms to provide safeguarding & SEA investigation support services with the aim of ensuring confidential investigations process and report to the organization and partners. By submitting an expression of interest, your profile will be included on the Action Against Hunger safeguarding and SEA experts/ investigators roster/ database, providing us with a pipeline of talent to draw on as needed for future assignments.

 

 

 

POTENTIAL AREAS OF WORK:

 

Future assignments include, but are not limited to the following areas:

  • Conducting professional investigations for reported safeguarding, and SEA concerns with key reference to CHS Alliance guidelines and procedures and provide quality and confidential report with key recommendations, safeguarding & SEA policy gaps identified.
  • Conducting safeguarding risk assessments for grantee-partners to assist them with identifying potential risks to staff, program participants, and communities in their operations, programs, and activities.
  • Guiding grantee-partners on strategies for responding quickly and appropriately to safeguarding and SEA incidents and concerns that may arise in their work.

 

CONSULTANT PROFILE:

 

Interested individual consultants and firms should ideally meet the following requirements.

  • Based in Kenya, Uganda, Tanzania, Ethiopia, Somalia, Haiti, South Sudan, or Zambia.
  • Proven experience in conducting safeguarding and SEA investigations for at least 3-10 years and other compliance investigations in relation to staff, service providers and partners at different levels.
  • Deep knowledge of key the policies on safeguarding, SEA, child protection, employment act and Children’s Acts across the Horn & Eastern Africa.
  • Excellent writing skills.
  • Knowledgeable on safeguarding and SEA issues, and rights-based approaches to programming in local contexts.
  • Excellent time management and multitasking skills.
  • Excellent communication skills, especially interpersonal skills in working with partners and communities.
  • Fluency in English and Kiswahili for countries such as Uganda, Kenya, and Tanzania are a plus. For Ethiopia, Somalia, South Sudan, and Zambia, English and one common local language spoken in the above countries is a must. For Haiti proficiency in French and Creole is a plus.

 

PERIOD OF ASSIGNMENT:

 

Since this call for Eexpression of interest (EoI) is related to developing a roster of individual consultants and firms, there is no assignment that is being advertised currently. Consultants who are placed on the roster may be contacted to submit proposals based on specific terms of reference (ToRs) for future assignments. The period, type, deliverables, and accountabilities of each assignment will be determined by the specific ToRs.

 

Proposals submitted for every assignment will be assessed against the criteria stipulated in the ToRs to generate a shortlist of candidates for the next stage of the assessment. Shortlisted consultants may be asked to share references from prior clients, as well as relevant background checks and further information at this later stage.

 

SUBMISSION OF EXPRESSION OF INTEREST:

 

Qualified individual consultants and firms who have the above-described capabilities and are interested in being considered for inclusion in Action Against Hunger’s safeguarding and SEA roster/ database are invited to submit an expression of Interest (EoI) by email not later than July 19th, 2024, to be contacted to submit proposals when specific assignments matching their areas of expertise and experience become available.

 

Submissions should be made by email to safeguarding@actionagainsthunger.org. Please include “Safeguarding & SEA Roster” in the email subject. Your proposal should include:

  • A short capacity statement (maximum 2 pages) outlining relevant experience and suitability for the consultancy and prior experience with similar work.
  • Your CV.
  • Your availability.
  • Your daily/monthly rate in US dollars.
